I Live in a Condo — There's a Rebate Program Just for You

If you live in a condo or apartment in BC, you've probably heard about the CleanBC heat pump rebates and thought, "That's only for houses." For a long time, that was true. But since July 2025, there's a dedicated rebate program specifically for condos and apartments.

It's called the CleanBC Energy Savings Program Condo and Apartment Rebate, and it could save you up to $8,500.

What Buildings Are Eligible?

This program covers multi-unit residential buildings that don't qualify for the regular ESP program. Specifically:

  • Apartment buildings up to 6 storeys, including market rental and strata condos. This also includes residential units in mixed-use buildings.
  • Stacked townhomes where one unit sits above another, each with its own entrance.
  • Multiplex buildings with 6 or more units, each with its own front entrance.

If you live in a regular condo building with shared hallways, an elevator, and common area heating — this program is for you.

What Are the Rebates?

The condo program is simpler than the house program. There are two rebate types:

There are no rebates for insulation, windows, or other upgrades in the condo program — just heat pumps and water heaters.

Key Requirements

Your heating must be electric. The condo program is only for homes currently heated by electricity, like electric baseboards. If your building has gas-fired boilers, check with the program as they expanded to include some fossil fuel heated buildings in fall 2025.

Property value cap is $772,000. Your unit's BC Assessment value must be at or under $772,000. For purpose-built rentals and equity co-ops, the value is calculated by dividing the total building assessment by the number of units.

Only Level 1 and Level 2. Unlike the regular ESP program, the condo program does not have a Level 3. Your household income must fit within these limits:

Strata council approval needed. If you're in a strata building, you'll need your strata corporation to complete a Strata Corporation or Equity Co-op Consent Form. If you rent, your landlord must complete a Landlord Consent Form.

Utility account in your name. The electricity account must be in the name of the resident or homeowner — not the strata corporation or landlord.

A ductless mini-split heat pump for a condo typically costs $5,000 to $8,000 installed. The Level 1 rebate of $5,000 could cover most or all of the heat pump cost.

$8,500 Can Cover Most of a Condo Heat Pump Install

You might look at $8,500 and think it's small compared to the $40,000+ that houses can get. But a ductless mini-split heat pump for a condo typically costs between $5,000 and $8,000 installed. That means the Level 1 rebate of $5,000 could cover most or all of the heat pump cost. Add the water heater rebate, and you could upgrade both systems with very little out of pocket.
